I think Pokemon is the only cartoon that ever showed the repercussions of the villains’ failure. It wasn’t all self-indulgent speeches and fabulous evil style with these three: every time one of their wacky schemes failed it meant a loss of money and resources, another mark against them at headquarters, another barrage of criticisms from their boss, and another night spent starving and exhausted and downtrodden. Team Rocket didn’t want to win against the good guys so that they could take over the world, they wanted to win so that they would receive the reward of food and shelter for the night.
